NORTH YORKSHIRE COUNTY COUNCIL

16 November 2022

STATEMENT OF CHAIRMAN OF THE TRANSITION (LOCAL GOVERNMENT REORGANISATION) COMMITTEE

The Transition (LGR) Overview and Scrutiny committee was constituted back in July to work alongside the existing five overview and scrutiny committees undertaking their ‘business as usual’ work, but with a particular focus on helping to shape the development of the new unitary authority.

The first meeting of the committee was held on 21 September 2022 and included information presented on the following:

·         An overview of the work undertaken to date as part of the Customer LGR workstream

·         Proposals for Council Tax harmonisation across North Yorkshire and understanding how the preferred option of the member working group was reached

·         The interim solution for the Selby leisure provision and the principles underpinning the upcoming countywide Strategic Leisure Review

There was a focus in the discussions held, particularly on the customer workstream item, to ensure there is continuity for residents across the county on day 1 of North Yorkshire Council and making sure the appropriate safeguards are in place if unforeseen issues do arise. There was also a look to the future and the potential service transformation opportunities that could be progressed as part of the new unitary authority.

At the meeting of the committee scheduled for 9 November 2022, the following matters are set to be considered:

·         HR Update

·         Community Networks

Further committee meetings are planned in December 2022 and January 2023.
